Lottery Licensing

Lottery Licencing refers to lottery schemes permitted by a licence under the Criminal Code of Canada. Lotteries include bingos, raffles, break open tickets and social gaming events held by charitable or religious organizations. Organizations must conduct and or manage events in accordance with licensing policies and terms and conditions of the licenses. Organizations must fulfill reporting requirements.

Determination of Eligibility 

The licensing authority will review all relevant documentation to determine eligibility for lottery licences. To be eligible, organizations must have been in existence for at least one year, have a place of business in Ontario, show that they provide charitable services in Ontario. Proceeds must benefit Ontario residents.

Application Process

Submit applications for lottery events at least five business days before the date of the event and fifteen business days for first time applicants.
