Manager of Parks and Facilities 

The Municipality of Northern Bruce Peninsula has a permanent population of 3,900. That number swells during the summer as people arrive looking to escape the city and enjoy beautiful Northern Bruce Peninsula. 

The Municipality is currently seeking a Manager of Parks and Facilities. The successful candidate will be overseeing all aspects of the indoor and outdoor recreation facilities within the Municipality.

As our Manager of Parks and Facilities, you will:

  • Provide guidance and leadership to the Department staff; encourage and support employee development;
  • Provide overall vision and direction for the operation and maintenance of the Municipality's indoor and outdoor facilities, including municipal buildings, arenas, harbours, community centres, sports fields, trails, parks and open spaces; 
  • Assure that assigned areas of responsibility are performed within budget;
  • Liaise with Council, staff, community stakeholders, user groups, adjoining communities and the general public as necessary to coordinate the sharing of information to ensure the effective delivery of services;
  • Maintain and evaluate a risk management program to recognize risk factors and so actions are identified for emergency situations; ensure appropriate action is taken based on established procedures to maintain standards for quality and safety in and around all program areas. 

You have:

  • Degree or diploma from a recognized university or college in business management, horticulture, facility management, recreated or a related field;
  • Minimum of 5 years' progressive experience in one or more of the above fields, which included budget development and supervisory roles;
  • Understanding of government regulations related to recreation facilities;
  • Good knowledge of facility operations practices and industry standards;
  • Business acumen and political savvy with an understanding of the importance of community diversity;
  • Ability to proficiently use computer software applications; 
  • Excellent communication, conflict resolution and public relations skills to deal tactfully with the public and staff;
  • Ability to work flexible hours (evenings and weekends) as may be required; and
  • Valid Ontario Driver's Licence.

By-law Enforcement Officer

 

Position Description:

Position Title:          By-law Enforcement Officer

Department:            By-law Department

Reports to:              Chief By-law Officer

Hours of work          37.5 per week

Duration:                 April 1, 2023 – November 15, 2023

Rate:                      $24.02 per hour

Full Job Description 

 

Position Summary:

Responsible for responding to complaints; investigating alleged by-law infractions; enforcing compliance with Municipal by-laws, regulations and Provincial Acts and regulations as they apply to the Municipality; enforcing but not limited to Property Standards, Short Term Accommodation, Noise, Parking, and Animal Control; assisting in or preparing related evidence for court; assisting in or preparing crown prosecution briefs; issuing offence notices under the Provincial Offences Act (i.e. parking tickets, provincial offences notices); conducting enforcement patrols, weekly collections and delivering money from the parking machines to the Municipal office; providing Municipal direction to third party parking enforcement. Interacts with all contacts courteously, friendly, and efficiently to always promote a high standard of customer service and public relations. 

 

Duties and Responsibilities

  1. Designated as a Provincial Offences Officer for the purposes of carrying out the duties of a Municipal Law Enforcement Officer.
  2. Enforcement of Municipal by-laws and the inspection, monitoring, investigation and tracking of complaints and complaint areas. enforcement of paid parking, parking, animal control, noise, short-term accommodation, property standards, public nuisance, open-air burning, and fireworks.
  3. Ability to issue verbal warnings, warning notices, Provincial Offence Notices, Summons, and Parking infractions.
  4. Picks up stray dogs and delivers them to the Municipality's holding center.

 

  1. Prepares detailed daily reports as requested by the Chief By-law Officer on various matters related to duties performed and maintains an up-to-date notebook.
  2. Organizes own work under the direction of the Chief By-law Officer. Ability to work independently, with little supervision.

 

  1. Assists in preparing court briefs and collecting evidence for use in court; assists the Municipal Prosecutor with court evidence as required. Attends court as required.

 

  1. Uses fleet in a responsible and respectful. Ensures the fleet is fueled, mileage recorded after every use and remains debris-free. Reports fleet issues to the Chief By-law Officer.

 

  1. Provides excellent customer service and responds efficiently to telephone and email inquiries, requests and concerns from the public and other staff. 

 

  1. Undertakes regular patrols of areas ensuring compliance with all by-laws.

 

  1. Post signage, install, and make minor repairs to paid parking machines.

 

  1. Weekly collections of monies from the paid parking machines and delivery to the Municipal office.
     
  2. Supervise and provide direction to third-party parking enforcement officers.

 

  1. Perform other related tasks or responsibilities as assigned.

 

  1. Computer skills, especially Microsoft Office, Microsoft Outlook, Word/Excel, cell phone, wireless printers and other custom software such as MESH.

 

Physical/Psychological Demands and Working Conditions

  1. Exposure to inclement weather conditions, subject to written and verbal criticism, abuse and threats from the public, work setting in both an office and field environment; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; walk on uneven terrain, loose soil, and sloped surfaces; to lift carry, push and or pull light to moderate amounts of weight, to operate office equipment, hand tools and a vehicle.

 

  1. Exposure to dogs in varying states of health and temperament. Lifting and transporting dogs may require using a bite stick and animal-repellant spray.

 

  1. Work hours will be flexible (37.5 hours weekly) and include evenings and weekends, statutory holidays and may be required to be on call.

 

Qualifications

  1. Grade 12 diploma or equivalent.
  2. Graduation from a community college in the field of justice, law enforcement, police foundations or another related field is an asset.
  3. Completion of the Municipal Law Enforcement Officers Association of Ontario – Part 1 Certificate is an asset.

 

  1. General knowledge of municipal government and provincial offences, municipal by-laws and other laws, statutes and acts as they relate to the enforcement of municipal by-laws.
  2. Ability to work independently, with little supervision.
  3. Computer skills, especially Microsoft Office, Microsoft Outlook, Word/Excel, cell phone, wireless printers, and other custom software such as MESH.
  4. Other skills, such as bite stick and animal repellant spray training, is an asset.
  5. Excellent organizational, interpersonal and public relations skills, with strong written and oral communication skills.
  6. Ability to exercise discretion and tact and to maintain a high degree of confidentiality.
  7. A valid driver's license, a clear driver's abstract, and a clear criminal record shall be bondable.

Summer Student Positions 

 Harbour Attendant
 

Position: Harbour Attendant (Student)

Location: Lion’s Head or Tobermory

Department: Parks & Facilities

Reports to: Harbour Master

Summary: Fulfills the duties as described below

Purpose: To assist the Harbour Master and Assistant Harbour Master with supervision of all land and water areas of the harbour to ensure the safe conduct and enhanced appearance of the harbour, marina and its associated operations

Rate: $17.00 - $18.00 per hour

Full Job Description 

 

Duties:

· Carry out daily harbour/campground operations such as maintenance and upkeep of all harbour/campground buildings, including cleaning of public washrooms, showers and docking areas

· Operate cash register as required

· Fuel boats and empty pump-outs

· Assist boaters with docking ensuring that boats are secured satisfactorily

· Identify infractions and issues and advise supervisor immediately

· Greet and welcome guests, boaters and campers

· Address inquiries and provide information when necessary

· Carry out circle check inspections of harbour area, buildings, docks, beach area and campground

· Maintain grounds as required (ie. grass cutting, weeding, raking, planting, flower bed maintenance, watering, fertilizing, etc.)

· Sweep harbour area

· Assist with minor dock repairs when required

· Performs any other tasks as assigned by management from time to time

 

Note: Campground duties are related to Harbour Attendants employed by the Municipality at the Lion’s Head Marina only.

Duties/Requirements:

· Assist with file maintenance and record keeping

· Assist with marketing and promotion of waste/recycling collection program

· Assist at Waste Disposal Sites with various duties on occasion

· Assist with road related activities and construction projects

· Act as a public advocator and conduct work around diverting waste from landfills

· Promote the 3 Rs of recycling (reduce, reuse, recycling) throughout the Municipality

· Assist with collection of Municipal asset inventory

· Assist in the collection and/or maintenance and distribution of digital data, completion of maps for internal departments, while ensuring that data integrity and corporate standards are followed

· Assist in the creation and maintenance of corporate databases and the GIS applications. This position may be responsible for the digitization of municipal assets and other projects as assigned

· Perform any other tasks as assigned by management from time to time
